Licensing Act 2003 - How to Apply for a Personal License

A personal licence provides the holder with the power to sell alcohol on licensed premises and to authorise anyone else to serve alcohol there. Any number of personal licence holders can be employed – the more the better – but only one can be the DPS. In order to apply to be a DPS you must first hold a personal licence.

The application for a personal licence requires:

  1. Personal Licence Application Form
  2. Disclosure of Convictions and Declaration form
  3. Fee of £37, payable to the local authority where you normally live

And the applicant MUST also attach to the application at the time it is made:

  1. Evidence of NCPLH qualification
  2. Evidence of Criminal Records Bureau (CRB) check
  3. Two photographs of the applicant, one endorsed by a solicitor or other suitable professional as a true likeness

In practice the steps must be taken in sequence; get the NCPLH, then apply for the CRB check; and only then apply for the personal licence.

If you are applying to a pub Company to lease a pub you will not be a credible applicant until you have done all this – but talk to their recruitment department about the courses they arrange.
